“We will not have elections until I have control of all political institutions.” – Michel Martelly, December 16, 2011

Now comes Michel Martelly, who says he wants elections.
Looking to implement the same game plan used by Duvalier, Al Assad, and el-Sisi, Michel Martelly is very much for elections after four years of not being for them. It is because he has implemented the plan of other dictators and quasi-dictators that includes unconstitutionalities, distractions, manipulations and human rights violations, and has set a climate not conducive to free and fair elections but his selections.
Martelly has the most sacred electoral council in his grip. This was a two-part take over that included firstly, establishing a Provisional Electoral Council outside of what the Constitution of Haiti requires, which is that its members are chosen by civil society groups, instead Martelly has it that the members are chosen by himself, the judiciary – which we will learn is crooked and in his pockets -, and the legislature, of which half is bought through corruption.
Martelly’s hold of the Haitian justice system has long-term implications that are detrimental to Haitian society. He appointed Chief Justice Anel Alexis Joseph outside of regulations, as he surpassed the allowable age for becoming a judge and there are regularly documented scandals that clearly demonstrate that the Chief Justice does not act independently for the cause of justice but acts as a servant to the National Palace’s political biddings. There is also Justice Minister Jean Renel Sanon, who is currently in defacto-status having received a no-confidence vote from more than 2/3s of the senate. Minister Sanon is one who intimidates the press, releases murders, kidnappers and drug-traffickers, and imprisons Martelly’s political opponents. Rounding up the Haitian justice chain of incompetence is Judge Lamarre Belizaire, who was appointed during a moratorium for new judges in a closed-door, dark room, ceremony, and neither has the technical qualifications of study or experience to be a judge. Judge Belizaire, who was recently disbarred for a decade, issues arrest warrants for Martelly’s political opponents at his will. Lastly, there is the Director General of the Haitian National Police, Godson Orelus. Lacking a lot of courage, Orelus demonstrated his partisanship by wearing the government pink during one of its events recently. He serves as the administration's suppressor of public dissent.
With the legislature, there are about 54 members of the Lower House of Parliament that call themselves the PSP, Parliamentarians for Stability in Progress, but the public calls them “Parliamentaire Sou Payroll” (Parliamentarians on Payroll), “Parliamentaire Sans Personalite” (Parliamentarians without Personalities), and things along those lines. These deputies were bought long ago. They receive projects for their districts through budget manipulation carried out by Prime Minister Laurent Lamothe, in his other position as Minister of Planning and External Cooperation. These deputies are sometimes handed cash money and other times, for example in the case of the World Cup where each received 50 television sets, receive gifts.
It is clear that outside the law, the Haitian President has managed an institutional take over which has allowed him to arrest nearly two dozen political activists, regularly intimidate the press, put dangerous criminals on the streets, terrorize political parties, all while campaigning before the establishment of an electoral calendar and most likely with tax payer money. Martelly is very confident that in an electoral cycle, he has all the tools necessary to obtain the results he desires in more than one way.

Six senators hold the line of democracy in Haiti today. These are senators John Joel Joseph, Pierre Francky Exius, Jean-Baptiste Bien-Aime, Jean-Charles Moise, Jean William Jeanty and Westner Polycarpe. They are refusing to give any credibility to the elections, already fraudulent, from being held. It leaves Haiti in a position where it will continue into crisis, whether Martelly gets his way or not. Only the resignation of Michel Martelly can avert violence.
