A chaque fois que je lis ceci :

Le gouvernement de Martelly a nié que l'ONU a été responsable de l'introduction du choléra, et a continué longtemps dans le déni, bien après que l'ONU elle-même ait arrêté de prétendre le contraire."
Et que je relis cet entretien de Martelly à RFI dans lequel il disait en 2011 que le choléra c'était fini " Il y a quelque cas ici ou là. On n'en parle plus".
Je me dis qu'il y a quelque chose qui ne tourne pas rond chez les Haïtiens.
Comment être partisan d'un homme qui prononce, non pas seulement une idiotie telle que "Les Haïtiens sont des tous des voleurs", mais qui prend le parti de mettre en danger l'avenir même de son pays, en acceptant de "sacrifier" la population en échange...
En échange de quoi exactement ?
De fric, de carnavals, de gouyades, d'une grande maison, de voyages...?
C'est tellement dérisoire et horrible...
Et s'il n'y avait que Martelly...
Mais il y a tous ceux qui ont collaboré à son régime - dont la ministre de la Santé, Mme Duperval connue pour ses dons de ressuciter un mort pour signer un contrat à travers une ex-épouse et non pas, comme sa profession et sa fonction l'exigent de confronter le problème et de trouver les solutions pour faire face à cette épidémie de choléra.
Parfois, quand on lit sur le net , les propos délirants des apologistes des tèt kale, tels SPP, on désespère carrément de l'avenir d'Haïti.
Dans les deux dossiers les plus cruciaux que les Woz avaient à régler : le choléra et la destitution de nationalité dominicaine aux Dominicains d'origine haïtienne, ils se sont conduits comme des pleutres, des renégats, des collabos au service du gouvernement de la RD et de l'ONU aux dépens des intérêts de leur pays.
Et, néanmoins, il se trouve des gens à voir dans Jovenel Moïse - je parle de ceux de bonne foi pas sur payroll - un candidat adoubé par Martelly, l'homme qui pourrait "sauver" Haïti -comme ils aiment à le dire.
Ces gens-là sont tellement obsédés par Lavalas et possédés par une voracité pathologique, qu'ils ont opté pour sacrifier la population ( après tout une majorité de pauvres - ki melem ! ), salir l'honneur et le respect d'Haïti dans les instances internationales, dans les média internationaux.
Le pays se trouve dans un carrefour dangereux où les "forces du faire noir" et leurs commanditeurs de la CI, sont prêts à tout pour imposer à nouveau, leur "automate" Jovenel Moïse.
Et l'on peut être assuré que Jovenel Moîse président poursuivra la même politique de "bese pantalon" devant la CI, de brigandage, de prédation et de "tôles rouges" que Lamothe/Martelly/ Evans Paul.
Ce n'est pas sans raison qu'Evans Paul s'est rallié tout comme Jodel Chamblain, Guy Philippe à Jovenel Moïse.

Call on advocacy efforts
Status of Litigation:
- Case dismissed by district court
- Filed an Appeal
- Appeal court rejected the appeal
Two options available:
- 90 Day to appeal to Supreme Court
- File elsewhere (ex: Haiti or Europe)
Complaint requests the UN to 1- acknowledge/public apology, 2-clean water and sanitation infrastructure (to stop the epidemic), 3- compensation
The lawsuit is one way to get justice. The case brought on good publicity (ex: media coverage), even though it has noted reach its goal legally.
Goal: To engage Congress, UN system, UN Member States in NY, etc...
Notes
- Recent announcement of the UN Acknowledgment
- It is a large step forward, but it is limited
- Important to realize that advocacy works! It pressured the UN
- The UN partially admitted to their responsibility. They will only do the minimum of what they need to do. The UN should do the 3 things (1- acknowledgment/apology, 2-water and sanitation (to stop the epidemic), 3- compensation
- In the US, the next step is to appeal to the Supreme Court (IJDH will see what the UN agrees to do in its announcement within two months)
- David Nabarro, appointed by the SG to start planning the cholera response, is in Haiti talking to NGOs and Haitian Government.
- 2 weeks ago the UN started sending people to talk with Haitian Government. There is concern the UN will pressure Haitian Government officials to compromise and accept less than a just response
- Cholera Free Hispaniola Initiative is the plan to eliminate cholera that the UN agreed to support in 2012, but that is less than 20% funded.
- BAI is reaching out to Haitian government ministries to discuss the cholera victims’ priorities.
- BAI is working on public pressure, including demonstrations planned for September 13 and 20.
- Rural area (ex: Central Plateau) are organizing events to create pressure
- Urban grassroots
- Press conference in Haiti (not sure how well that is going)
- More pressure from more direction is necessary!!!
- Question: What is the response of the UN member countries? Where is the money? Response:
- The UN has made annual appeals for funds, but never reaches its goal. Funding actually going down
- UN is trying to raise money by accessing unfulfilled earthquake pledges, but not successful
- Malaysia called for a better response to cholera, including victim compensation, at the Security Council’s 6-month review of MINUSTAH in March.
- Liechtenstein has asked Secretary-General candidates whether they support justice for cholera victims and a better UN response
- Canada is considering pushing for justice, as part of PM Trudeau’s Liberal Government’s plan to “ re-engage” with the UN. Several prominent Canadians have called for Canada to take leadership, Haitians in Montreal have been organizing, circulated a public letter to the PM.
- 4-5 countries have said in confidential discussions that if a country from the Americas organizes a group of countries working for a better UN response, they will join.
- CARICOM was approached and there is some hope it will step-up as an organization. St. Vincent PM Ralph Gonsalves has been very supportive.
- Haitian government has been stepping-up slightly. Martelly government denied that UN proven to have caused cholera, long after UN itself stopped seriously denying that. Current government made supportive statements at UN human rights council meeting. Need to acknowledge that any Haitian government will feel it needs to pick its battles with the UN)
- 2.2 billion initiative for healthcare and infrastructure, but not for compensation
- 10% / 20% below finding- Not enough funds!
- Engineering plan - specific plans are in place which are pretty good(ex: vaccination plan, technology, etc)
- Local government control (there are proposal available Brian can provide)
- Vindicate victims’right, but it can`t be done without government capacity
- Infrastructure installed must have long-term government involvement
- There are models available (Brian asked for those who know of such models to please provide them to him)
- The UN`s acknowledgment is a result from advocacy efforts
- The UN will do as little as they can
- We need to continue the pressure to get results, fair results!
- Involvement of community, Congress etc... need to continue with advocacy
- We all need to engage our own government and make enough noise
- Make our government create access to justice. They need to defend us.
- Need to reach out to Haitian government- through letters, delegation, visit to Haitian ambassador at the UN, to show that Diaspora wants Haiti to step up on this.
- Continue to send letters to Congressman to ask for support
- US involvement is important- NY Times reported that the US is the principles obstacle at the UN.
- There was some concern expressed that victims in Haiti (along with families and friends of victims) do not really speak-up. We need to engage victims to be part of the fight (ex: ask for reparation, sanitation). But in fact victims have tried, just not always heard. Notable examples:
- Le Nouvelliste article on victims mobilization
- Leadership is needed in order to continue to grow and bring a strong voice so we can be heard.
- Suggestion: To show our presence, we could do a full page ad in the NY Times. This was done in 1991 with respect to the coup [D1] and it was successful, although it would be expensive. This would be an opportunity to show the UN that all Member States want to get this resolved.
- Question: Any groundwork or advocacy in Haiti to which we piggyback on? Response:
- Marches and sit-in were done in from of the Ministry of Health, in popular cities, but more people should be brought out
- Momentum is the key!
- Last year there was a project of civil engagement (Central Plateau) to help human rights realization. The program created an Electoral Pacte, that candidates signed promising they would take concrete measures to advance human rights if elected. Several mayors, and some deputies signed it, but follow-up is difficult with the political crisis.
- Misc. suggestions and comments
- We need to know who is doing what, where and when. A Communication strategy is needed for us to move forward
- We are unsure of which other organization is active besides IJDH and BAI. Besides Haiti, USA and Canada are there any others? If so we need a common plan for the next 6 months.
- We should have a committee
- We need a broader consensus
- Demonstration across the UN
- Sending letter to Haitian government for 2 weeks
- We should do things collectively to get results
- Group in NJ had a meeting: Discussed how the UN took 5 years to respond, they are not doing anything. They are ashamed. Suggested to have a picket line at the General Assembly in 2 weeks (Sept 13th). Suggestion: Need heavy literature to be given out besides just media
- Brian: had a call with office of Senator Ed Markey from MA, who is eager to support diaspora efforts on this. Sen Markey sent a letter, co-signed by Senator Rubio, to Secretary Kerry in July, criticizing the UN`s response
- Election in October. Let`s engage get politicians/candidates involved. It may be hard to have someone take a stand on this issue.
- Canada and Foreign Ministry? Brian: Canada can play a leadership role. Many are supportive (ex: Stephen Lewis, Helene Laverdiere, Emmanuel Dubourg)
- Government in Montreal will do everything to avoid mobilization (in media and the Haitian community). If you know of anyone/organizations in Canada willing to advocate, please contact Peggy.
- Trudeau seems to most want a seat on the UN Security Council, but not necessarily re-engage with the UN generally. His foreign policies are not too different from Harper’s in practice
- Canada`s Foreign policy. What would be Canada`s best approach? Ex: accuse Trudeau for no response or kindly remind him of it?
