Sometimes I wonder if Martelly and Lamothe knew what corruption was before they declared war on it. It seems to me that lowly individuals stealing government money is what the focus is on when corruption is more than just embezzlement.

 

It is simply the deviation from the ideal. Corruption is breaking laws, operating beyond the limits of regulations and using the powers of an office for one’s own personal gain. The Haitian government’s war on corruption is catchy, sounds nice, but it is merely a façade, at best to catch the crooks on the lower part of the totem pole.

 

When 766 schools are found to be fictitious in the “free education” program, arresting a few dozen lowly individuals is not the answer. 766 is a lot of schools. With these numbers, the system itself is corrupt and is being aided by a misinformation campaign.

 

I am still receiving notices of 1.2 million children in school while I would assume that since (at least) 766 schools were found to be fictitious, that, perhaps, a factor of 766 of students were fictitious as well. Possibly 250-400 students per school. 

 

What about last week, Presidential Adviser Guyler Delva, himself, said that he gave a car to Judge Izekiel Debrezil, who sent a summons to convene former President Rene Preval on the murder of Jean Dominique. This is corruption, no matter what the aims were. We are also learning from a senator that a home in Florida may have been purchased for this judge. This is corruption.
