Special Haiti Coordinator Merten:
 
As Haiti moves toward completion of the electoral process on April 24, challenges remain.  Ultimately, the success of the February 5 political agreement between the Executive and Legislative branches in Haiti depends on the commitment to implement the terms of the agreement by all parties to the accord.  The need for consensus on all sides as well as constructive and inclusive dialogue is part of the democratic tradition.  The role of the United States, as one of Haiti's international partners, is to support that tradition and the strengthening of democracy in Haiti.  That said, this is a Haitian-led process that must ultimately reflect the will and intent of the Haitian people.  Such efforts are fully consistent with the collective commitment undertaken by each of the region's democracies, under the Inter American Democratic Charter, to ensure that the "peoples of the Americas have a right to democracy." 
   
The United States has the largest number of diaspora members of any country in the world, over 40 million.  Over the last 45 years, the number of people worldwide living outside their country of origin has almost tripled to over 230 million.  Some of you are members of the Haitian diaspora in the United States.  The privilege of your expertise acquired abroad coupled with the enhanced cultural insights of the diaspora enables you to exercise the responsibility of giving back to Haiti in a unique way. 
 
Whether Haiti benefits from forward impetus depends on actors in Haiti keeping the interests of Haiti and its people at the center of all discussions.  It also depends on Haiti's international partners and on you, as Haiti stakeholders, to maintain the momentum toward implementation of the political accord and the conclusion of the electoral process.  The goal is an outcome that reflects the will of the Haitian people, consistent with Haitian law and the Haitian constitution.  
 
Thank you for engaging in constructive dialogue.  I look forward to your questions and comments about U.S. government support for Haiti's roadmap toward completion of the electoral process.  The United States supports credible, transparent, and secure elections that reflect the will of the Haitian people.  Only a democratically elected government provides the legal legitimacy to govern and the transparency the Haitian people deserve.  Thank you.
