UN Prods Security Council To See 'Urgency' To Act On Haiti
The UN Security Council, which has considered deploying an international
force to stabilize the situation in Haiti for the past three weeks, must
"understand the urgency of the situation," a spokesman for the UN
Secretary-General said Tuesday.
Since mid-September armed gangs have virtually paralyzed Haiti,
including blockading the most important oil terminal of the country,
causing shortages of fuel and drinking water.
Faced with this new chapter in chronic security, political and
humanitarian crises, to which a resurgence of cholera has been added,
Prime Minister Ariel Henry has launched an SOS to the international
community.
UN Secretary-General Antonio Guterres echoed this appeal October 9,
asking the Security Council to consider sending an international armed
force to put an end to this "nightmare."
While the United States and Albania have since been working on a
resolution, the members of the Security Council were divided on the idea
at a meeting in mid-October, and no country has volunteered to lead the
mission.
"We are well aware that... things take time," said Farhan Haq, deputy
spokesman for Antonio Guterres, emphasizing at the same time that "the
needs on the ground are very urgent."
"So, while we are willing to be patient, we want the member states
themselves to understand what the urgency of the situation is and that
we cannot let entire communities be under siege like this for days on
end," said Haq, adding that he hopes that the "message will carry through."
The November agenda of the Security Council does not currently include
any meeting on Haiti.
"I'm aware there's ongoing consultations among the key stakeholders on
this matter, with countries in the region to establish the nature of the
force and how that can be inserted in response to the request has been
made by the Prime Minister of Haiti," Ghana's UN ambassador, Harold
Adlai Agyeman, said at a news conference Tuesday.
He holds the presidency of the Security Council for the month of November.
He noted that these consultations should be concluded "before the
Council can properly take forward any resolution" on the subject.
Canada announced last week that it was sending an assessment mission to
Haiti. Canada and the United States have also expressed the need for
increased support to the country, without commenting on the nature or
mission of a possible international security force.
Secretary of State Antony Blinken said at the time that it would
essentially be an assistance mission to support the Haitian police.
